Overview
Automated Data Quality Checks run on all SLCP reports. One of the checks is “Check legal flag has legal reference”, which ensures that a non-compliance flag ('X') is always accompanied by a corresponding legal reference. All non-compliances must have a relevant legal reference, and likewise Verifiers cannot provide a legal reference without a raising a legal flag (X).
If an assessment fails this check, it triggers the following error notification:
Status Update: The assessment is currently in Verification being Edited (VRE). Please ensure your Verifiers review the following failures on the Accredited Host (AH) platform immediately:
Check legal flag has legal reference: If a "Non-Compliance" is found and marked with a legal flag (X), then Verifiers must provide a legal reference. You do not need to add a legal reference or legal flag for a facility that is compliant. If you are entering a legal reference, a legal flag (X) must be raised.
What to do if you receive this notification
If you receive the “Check legal flag has legal reference” notification, you must resolve the issue before resubmitting the report. This means checking the failed questions are correctly answered (marked with an ‘X’ for a legal non-compliance, or left blank for a compliant facility).
If there is a legal non-compliance found, Verifiers must provide a legal reference.
However, if you believe you have submitted a correct report or you find that after correcting the report you continue to receive an error notification, you may be experiencing a known issue due to a bug on the Worldly platform.
The Root Cause: "Hidden" Back-End Data on Worldly
There is currently a known technical issue on the Worldly platform:
- If the Verifier unchecks the non-compliance flag before manually clearing the text in the legal reference field, the legal reference field becomes hidden on the user interface. You will no longer be able to see the text entry box.
- However, Worldly's back-end database retains the text.
- When the report is transferred to the Gateway, automated data quality checks run on every report. These checks detect this "hidden" legal reference without an active non-compliance flag, causing the submission to fail and a notification to be sent to VBs.
Worldly has confirmed this technical fault and is working on a permanent fix. In the meantime, Verifiers must manually apply the workaround detailed below.
How to Resolve the Error
If you receive this quality failure notification and you have verified that the facility is legally compliant (meaning no legal flag should be raised), please follow these steps:
Step 1: Locate the Question
Open the assessment on Worldly and navigate to the specific question number identified in the quality failure notification email.
Step 2: Make the Hidden Field Visible
Click the non-compliance flag ("X") again. This will force the hidden "Legal Reference" text box to reappear on the screen. Leftover text will likely be visible inside it.
Step 3: Clear the Text Manually
Select all the text inside the Legal Reference field and delete it entirely. Ensure the field is completely blank.
Step 4: Uncheck the Flag
Click the non-compliance flag again to uncheck it. The empty legal reference field will disappear properly this time.
Step 5: Re-submit
Save the changes and submit the assessment again.

To avoid this "hidden data" bug moving forward, the Verifiers should always manually delete the text from the Legal Reference field first and then uncheck the non-compliance flag.
